Transportation is responsible for more than two-thirds of our nation’s oil consumption and nearly a third of our carbon dioxide emissions. To make us more energy independent and reduce pollution, we need to build a transportation system that uses less oil, takes advantage of alternative fuels, and shifts as much of our travel as possible from transportation modes that consume a lot of energy to those that consume less.

Increasing the use of advanced-technology vehicles—those that use cleaner, alternative fuels or new technological advances to achieve dramatically improved environmental performance —could alleviate the state’s air pollution problems while reducing Washington’s contribution to global warming and enhancing the state’s energy security.

Washington’s ferry system is in crisis. After a major loss of funding due to Initiative 695, Washington State Ferries (WSF) has been forced to make difficult financial decisions. Between 2000 and 2004, for the first time since its formation, WSF simultaneously cut service while raising fares. In addition, WSF ended Bremerton’s popular passenger-only ferry routes.
